Asbestos is classified as hazardous waste in England and Wales. It must never go in your household bins, an ordinary skip or a general rubble load, and only licensed carriers and licensed sites are allowed to transport and accept it.

Why Asbestos Counts as Hazardous Waste
Asbestos cement was used in millions of garage roofs, sheds and outbuildings until the UK banned it fully in 1999. The material is stable while it stays intact, but breaking, cutting or crushing it releases fibres that cause serious lung disease decades later.
Because of that risk, the law treats asbestos differently from every other kind of building waste. It cannot be tipped, recycled, crushed for hardcore or mixed with general rubbish. It has to travel, packaged and documented, to a transfer station or landfill specifically licensed to accept it.
The Control of Asbestos Regulations 2012 and HSE guidance set the standard for how it is handled along the way. Any contractor touching asbestos should be working to both.
How to Wrap and Label Asbestos Sheets
Whether you use the council route or a licensed collection, the wrapping standard is the same. Handled properly, bonded asbestos cement can be packaged and moved safely.
- Keep the sheets whole. Never break, cut or snap them to save space, as that releases fibres.
- Dampen each sheet with water before handling to suppress dust.
- Double-wrap in heavy-gauge (1000-gauge) polythene sheeting or purpose-made asbestos waste bags.
- Seal every seam and fold with strong tape so nothing can escape in transit.
- Label each package clearly as asbestos. Purpose-made bags carry the warning already printed.

Route One: The Council Tip (Householders Only)
Some council household waste recycling centres accept small quantities of bonded asbestos from residents. Many do not, so always check your council’s rules before loading the car.
Where the service exists, it usually comes with conditions. Expect to pre-book a slot, stay within a limit of a few sheets or bags per visit or per year, and arrive with everything double-wrapped and sealed exactly as described above.
This route is for householders disposing of their own waste. If you are a trader, or the asbestos came from work you did for someone else, you cannot use it and the business rules below apply instead.
Route Two: Licensed Collection by a Registered Waste Carrier
The simpler option for most people is a licensed collection. Anyone transporting asbestos waste as part of a business must be registered with the Environment Agency as a waste carrier, and the load must go to a licensed transfer station or landfill.

The Paperwork That Proves Legal Disposal
When a business moves asbestos, a Hazardous Waste Consignment Note travels with the load. It records what the waste is, where it came from, who carried it and which licensed site received it.
Keep your copy. Receiving sites retain consignee records for three years as standard, so hold on to yours at least as long. If you ever sell the property, that paperwork proves the asbestos went to a licensed site rather than a lay-by.

Fly-Tipping Penalties and Your Duty of Care
Fly-tipping asbestos is a serious criminal offence, carrying unlimited fines and up to five years’ imprisonment. Councils and the Environment Agency actively investigate dumped asbestos because the clean-up bills run into thousands.
Householders are not off the hook either. Under your duty of care, if you hand your waste to an unlicensed carrier and they dump it, you can be prosecuted and fined even though you never touched the fly-tipped load.
The warning signs are familiar: a man with a van, a cash price that seems too good, and no licence number offered. A genuine carrier will happily quote their registration and let you check it on the public register before you commit.
What Asbestos Disposal Costs
Council drop-off, where it is offered, is the cheapest route: usually free or a small charge per wrapped sheet or bag. The trade-offs are the booking system, the quantity limits and the fact you must transport the material yourself.
Licensed collection of a wrapped single-garage roof typically costs £150 to £400, depending on where you are and how much material there is. Licensed sites then charge disposal by weight, which a reputable carrier builds into the price they quote you.
